Representing Plaquemines Parish Government, Councilwoman Marla Cooper attended to present an unanimously passed Proclamation, declaring that April 1, 2011, be observed as “Carolyn “Kelly” Sapp Day” in the Parish of Plaquemines. Also in attendance were Mrs. Kelly’s brother, Louis Taylor, who is her only living sibling, and national recording artist, Larry Hamilton, who entertained guests with music.
